The meeting was called to order.

The DWP Committee is not subject to The Brown Act.

A list of participants is on file.

The minutes of October 17, 2009 were approved.

The status of the Rate Payers Advocate will be discussed at the E & E Committee next week. A detailed term sheet has not been prepared because we are trying to sell the concept and specifics will spark endless debate.

The In Basin Solar Plan must be subject to competitive bidding because an Open System will create more jobs than the DWP / IBEW Closed System and will result in billions of lower costs.

The DWPC endorses open bidding for materials, products and labor sourced in Southern California or the USA.

The DWPC believes that IBEW wage increases should be the same as other comparable City workers.

The DWPC has previously passed a motion endorsing the Independent Rate Payers Advocate.

The Scattergood Line through Mar Vista and Westchester was made a significant issue by the Oversight Committee.
